typo in devel forum URLs

Hi all,

The development forums have a typo in their URL:

https://dev.kepler-project.org/developers/keper-development-forum/

You may want to fix this soon before the URLs are bookmarked, e.g., RSS feeds.

Hi Dan,

Thanks for the catch.  I've fixed it, direct links to the RSS feed will need to be updated to the new URL of https://dev.kepler-project.org/developers/kepler-development-forum/

Added a mod_rewrite rule so the old URL will continue functioning.
